AIZAWL, July 6 – The process of constituting a state information commission in Mizoram was completed with R Hrangdawla and K

Tlanthanga taking over as state chief information commissioner and state information commissioner respectively today.

Governor AR Kohli yesterday administered the oaths of office to Hrangdawla and Tlanthanga at the Raj Bhavan.

The swearing-in ceremony was attended by Chief Minister Zoramthanga, his Cabinet colleagues, legislators and top officials.

Hrangdawla is a retired Indian Administrative Officer (Madhya Pradesh cadre) while Tlanthanga is a retired Indian Broadcasting Service officer.

Acting under the Right to Information Act (RTI), 2005, Mizoram Governor A R Kohli has appointed the State Chief Information Commissioner (SCIC) and State Information Commissioner (SIC) respectively here.

According to the official order, Robert Hrangdawla, a retired IAS officer, has been appointed as SCIC while K Tlanthanga, a retired IB(P)S, has been appointed as SIC.

Apart from this, the state government has already appointed 429 state information officers in various departments.

Further, the government has also inducted eight departmental appellate authority, official sources from Directorate of Information and Public Relations (DI&PR) here today informed UNI.

More than ten different departments have already started entertaining queries since the RTI was imposed in Mizoram, with the other states, on October 12, 2005.

The Law department has given approval to the Mizoram RTI rules while the budget is yet to be approved by the Finance department.

As has been notified by the government, fees should not be collected from citizens seeking information from the government until the RTI rules is in use.

The state’s Information department and the administrative training institute (ATI) have jointly organised training on RTI for State Public Information Officers and State Public Assistant Information Officers four times with experts from outside as resource persons.

Mizoram To Have Information Commissioners under RTI Act

Mizoram information minister R Lalthangliana today said the state would soon have a Chief Information Commissioner and two state Information Commissioners to make the Right to Information Act (RTI) effective.

Inaugurating a three-day multi-media campaign on RTI at Lengpui, the minister said "The finance department has formalised sanctions for the posts of the information commissioners".

The minister said the state was awaiting a cabinet approval for establishing the state information commission, adding that already 20 departmental appellate authorities, 130 state public information officers and 226 assistant public information officers have been appointed.

The function, chaired by IMPCC chairman and DDK director C Lalrosanga and attended by DFP joint director general Laldingliana Sailo and other government officials, attracted a huge crowd of primary and middle school students and a song and drama troupe from Guwahati.

The multi-media campaign will contine at Sairanga and Rangvamual areas tomorrow and the day after.

 6.                               Right to Information Training & Publicity programmes organized so far : –

1)         A one day State Level sensitization workshop in collaboration with C.H.R.I.,
New Delhi at Aizawl in October, 2005.

2)         3 day Orientation course training at ATI Aizawl for selected SPIOs and SAPIOs in December, 2005.

3)         3 day training for selected SPIOs and SAPIOs at ATI, Aizawl in January, 2006.

4)         Another such training held in April, 2006.

5)         Multi-media Publicity campaign in collaboration with the Central Media Units (DDK, AIR, Field Publicity) stationed in Mizoram , held in Lengpui, Sairang and Rangvamual in February, 2006.

6)         Review meeting on implementation of Right to Information Act, for all DDAs, SPIOs and SAPIOs in March, 2006

            More of such training and publicity programme for successful implementation of RTI Act are being  scheduled in collaboration with the State ATI. for the current year, 2006.

 7.         Published leaflet on “R.T.I. Act – A Tlangpui Thlirna” for wide publicity.

 8.         The Mizoram State Right to Information Rules – 2005 (Draft) already vetted by the Law & Judicial Department and approval of Finance Department awaited.

 9.         Formats of Registers to be maintained by DAA/FIRST APPELATE AUTHORITY, SPIO and SAPIO already circulated to all concerned public authorities.

 10.       The RTI Act, 2005 (A user’s Guide) under preparation.
