While directing the Indian Red Cross Society, Ludhiana, to furnish information relating to its accounting system to the appellant, the Central Information Commissioner (CIC) ruled that the Right to Information Act was applicable to the society as it had been established by a law made by Parliament.

Directing the CPIO to provide the information sought by appellant Hitender Jain regarding the accounting system of the Ludhiana branch of the society, the Information Commissioner Padma Balasubramanian said, “Since the Ludhiana district branch of the society has been established in terms of a central Act, it is bound to appoint a CPIO and provide information sought by a citizen in terms of the RTI Act”.

The appellant also sought similar information from the Punjab branch of the society, Chandigarh Red Cross Society, Fetahabad District Red Cross Society.

While allowing the appeal of the appellant, the CIC gave one month time for the CPIO to furnish the information and collect applicable charges from the appellant.

Mr Jain had moved the CIC after he did not get the information sought from the CPIO and the appellate authority.
