Govt plan to keep file notings secret set to go on the backburner, for now

NEW DELHI, AUGUST 17:The proposed amendments to the Right to Information Act which would have excluded file notings are set to be put on the backburner.

Taking note of the public criticism, Sonia is learnt to have sent a message to the Government expressing her reservations about the decision and the Government has decided not to bring a Bill to amend the RTI Act in this session of Parliament, highly placed sources said.

The Prime Minister is believed to have decided that any legislation would now be given shape only after detailed consultation with the Congress President. The consultative mechanism has been institutionalised and a meeting will be held every Tuesday morning, attended by both the PM and Sonia, which would specifically go into these issues.

“As far as the amendment to the RTI Act is concerned, officially we are not saying that we are dropping the Cabinet decision on file notings, but it may well be that the amendment is not brought at all,” said a senior Union Minister.

Sonia has felt that the Government should have given adequate thought to the matter at the time of legislating the Right to Information Act and to bring an amendment so soon after that law was enacted sends the wrong signal.
