    It is unfortunate that the cotraversy has turned into a game where some one wins and other one looses. I find it difficult to agree that entire “bureacracy” opposes systemic reforms which are likely to emerge from greater public accountability down the line. I would prefer to believe that most of the Government officers are well-meaning and sincere individuals; many feel helpless and unable to fight the “System.”

    RTI Activists can loose the sympathy of such well meaning officers, by adopting a “confrontation” approach.
