Inspection of Files —— Peculiar case

Dear freinds ,
Today I was in the Info comm and the first case called was Mr V & Executive engineer Bescom .This case had already come up as Complaint and the Info Comm had ordered  Inspection of File . But when the Complainant (Mr v) went to the office of EE Bescom , he was directed to sign an acknowledgement of having seen the file and then only he would be handed over the file for inspection. Mr V was shrewed enough , he called Mr Veeresh our KRIA katte activist and President Brastachar Nirmoolana vedike . They immediatly drew an affidavit and submitted a further Complaint on the EE Bescom .
Today the Second Complaint came up and the EE Bescom (PIO) was very strongly repramanded by the SCIC for wasting time of everybody and ordered that the File Inspection to Mr V be allowed by 3 pm today and Both parties should file(PIO + Complainant) their report by tomorrow .
Now My question to all freinds , have you faced such suiations , will it be proper for us follow a uniform code for file inspections other wise , babu’s may try all their Madari tricks on Citizens .

    Dear Vikram,

    As ordered by the Commission I inspected the file in question along with Mr. Venkusa (complainant) in the Office of the Ex.Engineer. The Ex. Engineer not only expressed his regrets but also expressed his ignorance about the RTI Act. Since the inspection was carried out in the presence of about 5 officials of his Office, he also assured us that he would make all sincere efforts in implementing the Act in its true spirits.
    The Executive Engineer also handed over a letter to Mr. Venkusa withdrawing a complaint made against him in the Police Station. The EE also issued a letter for having received the missing meters in good condition. Filing of RTI application finally resulted in redressing all the pending grievance of mr. Venkusa with BESCOM. This is really a success story and needs to be highlighted.
