DOPT framed rules for RTI Act 2005 without public comment

What NCPRI and CHRI were doing when DOPT framed rules for RTI Act without public comment ?

Did DOPT coordinate with State Agencies to Implement RTI Act in their respective State ?

Did DOPT coordinate with all other Departments for proper Implementation of RTI act ?

    Dear freinds ,
    Normally the Govt , notifies its Draft rules and calls for objections , but unfortunatly , by the time it is published in the Gazette the time will be over .
    Fortunatly for us in Karnataka , We have Prajavani Paper which publishes this type of News on the GOK calling for objections/suggestions on Draft rules and we could achive a great amount of success in our GOK draft rules .
    But i am not aware how this happens in GOI .Can somebody through light on what is Procedure adopted by GOI .
