Tuesday, July 11, 2006 (New Delhi):

The Central Information Commission is all set to hold one of the most significant hearings following the passing of the RTI Act.

The commission will be hearing an application filed by Ramesh Chidambaram from Vellore asking for a copy of the correspondence between former President KR Narayanan and former Prime Minister Atal Bihari Vajpayee during the Gujarat riots.

Ramesh filed the RTI because he read in media reports that the former President had requested in writing that Vajpayee order the army into Gujarat to contain the riots.

However, despite receiving several such correspondences from Narayanan, the former prime minister did not send the army into Gujarat immediately.

In fact, the late President had also confirmed this in an interview to a newspaper.

Copies sought

Ramesh has sought copies of correspondence between the two men from February 28, 2002 to March 15, 2002.

The application was initially filed with the deputy secretary who is the PIO in the Ministry of Personnel, Public Grievances and Pensions.

However, the request was rejected. Therefore, the appeal for the information is now before the information commission.

For the first time, the entire commission consisting of five information commissioners will be hearing the case due to its significance.

Meanwhile, the Supreme Court has asked the Chief Justice of Delhi High Court to nominate a District Sessions Judge to look into 10 post-Godhra riot cases.

The District judge will recommend if the 10 cases need further investigation. The Supreme Court has asked for the judge’s report in four weeks

The SC direction came on a petition by the National Human Rights Commission (NHRC) and other NGOs seeking re-investigation and transfer of 13 cases.
