1) Earlier today, at about 0945 hrs on 30th August’06, my representative Shri Shiv Kumar, proceeded to the office of the CPIO, Indian Oil Corporation Ltd. (IOCL), Corporate office, Sadiq Nagar, New Delhi. His purpose was to submit an RTI Application under RTI Act’05. He was not permitted to do so, and returned at about 1115 hrs.
2) The IOCL office that accepts RTI Applications as per RTI Act’05 is CPIO under RTI Act-05, Shri Satish Kumar or alternate, General Manager (HR) & PIO, Indian Oil Corporation Ltd., (IOCL) Corporate Office, Plot No. 3079/3, Sadiq Nagar, J.B. Tito Marg, New Delhi 110049. Phone number 011-2626-0160
3) Staff reporting to Mr. Satish Kumar, namely Mr. G.L. Kohli, Ms. Nisha, and some others, refused to accept the RTI Application. Towards this, I have filed a separate complaint under Section 18/1 of the RTI Act’05, by email and authenticated copy, with Govt. of India, Office of Central Information Commission, Central Information Commissioner/Jt. Secy & Registrar, Central Information Commission, Old JNU Campus, Block IV, 5th Floor, New Delhi – 110 067, attn: Shri Wajahat Habibullah/Chief Commissioner and Shri P.K. Gera/Jt. Secretary.
4) However, towards the other aspects of the episode referred to above, I wish to lodge a written complaint with Delhi Police that official staff of Indian Oil Corporation Ltd., viz Mr. Satish Kumar/GM, and Mr. GL Kohli, and Ms. Nisha and some others who my representative can identify, locked my representative Mr. Shiv Kumar up in a room. Mr. Shiv Kumar was able to call me on telephone, at which point I was able to call Mr. Satish Kumar/IOCL from another phone, and tell him that if he did not release Mr. Shiv Kumar then I was going to complain to “100”. At this point Mr. Satish Kumar and one other person released Mr. Shiv Kumar, but in the process they pushed him by putting their hands on his shirt.
Sir, I wish to file this written report on this episode, and request your office to kindly take necessary action in this matter.

at around 2 30pm date 31/10/2007 the petrolpump which is located at ghanta ghar,harinagar,new delhi shamelessly cheated me in frony of my eyes.i asked them to refuel for me for 100 rupees instead they did it for 75 ruppess.at the area two other who were working were distracting me and the other who was refuelling the fuel had just switched off the second i looked up but i managed to see him fuel foe only 75 rupees.i always suspected this because i think it happend to me lots of time as i’m not foolish enough not to know when i fuel fo 500 or 200 how ong it will last!!!!!the problem is i dont mind being cheated once,its being like 2 years since i bought a car and i must have fueled it a thousand times,jus looking back at it i wonder how many times your workers must have cheated me!!!wit due respect i would like to file this complaint and i hope u will do something about it.

11. And Nilesh has made dd on 20th march by Bank of maharashtra of 1000 rupees in time period of 30 days acording to com.rule.
12. that Masod;s halka no. 98, saikhedas 122,and vaygovn 99 . I O CL should make gowdoun n showroom in these halka no.
13.but iocl has been taken l. o.i. to sarika mishra. after changed location.
14. that companies senior manager Mr O.P. Sahu and Area manager Mr Kujur has illegally taken LOI to sarika Mishtra and we thing in these process a huge corrubtion done by ur officer
so sir we are again requesting u plz inquiris of all whole process.

most of the ioc outlets are selling duplicate 2t oil and in particular to kahiratabad to bhem pumps. hope surprise checks on all outlets and take samples and terminate their dealerships or compound them in lakhs under intimation to print media and electronic media.local sales officers can not do it and why dont you call some honest officers to do this operation?

Dear Sir,
Today 5th August 2008 from 10am I am trying to fill diesel in my car ,however I could not get diesel in any of the IOC petrol pumps from Masab Tank till Gachibawali in Hyderabad.One thing surprised me is that none of the petrol pumps have put a notice about the clouser of diesel sell.We are not sure whether there is not stock with the petrol pumps or they are selling it to the construction companies and other industries at a higher rate. Hope this will be enquired .

What precuation should the customer have to take while filling petrol so that cheating can be noticed. Generally it is very difficult for customer to be aware of cheating chances.

I compleately agree with Sh. M S Thakkur since I have been cheating by one of the Indian Oil Outlets in Chennai near Vyasarpadi Railway overbridge, Chennai.
Pl let us know how to prevent it and tell us where to give the complaint to arrest the culprit.
If I fill in petrol for 300/- rupees, in the initial stage they will not recieve the money, when the meter is 250/- then, the other person will ask the money and when I give the money then, immedietly meter will show 300/-
Petrol Quality is also very bad . I am not getting milege / average also as prescribed by the vehicle manufacturer.
I want to know what action IOC is taking aganist these cheaters .
All officers in Petrolium companies getting the maximum salaries while others struggle to live

I am an indane consumer with No. KT6212. I had booked lpg cylinder on 18.08.2008 with M/s Kandhari gas, Rohini. Till now I have not received my cylinder even after 14 days. Can u pl take necessary action against the dealer for not sending the indane so that I do not suffer.

I am resident of J&K State and due to the ongoing crises in state a lot of adulteration is being done in the rular areas of valley specialy in south kashmir…… i only used to feed ioc deisel to my vechiels and i was one of the satiesfied coustumers of the company but a lot of time i pumped the oil in my car from a newly opned ioc depo. on Tahab Pulwama Road at place Rangmula,Distt. Pulwama abnd State J&K…. the filling station is famous for adulteration and has caused a great damage ro rhe coustumers and as well as to the company by damaging the name and interigity of the company.. i personally complained a number of time but the no action was taken therfore its again requested to your goodself that the matter may be examined and justice may be done…..

Dear Sir,
This is to your kind notice, I, Nilesh Kumar, that the double cylinder connection were on Delhi in Anubha Gas Agency, Pandav Nagar. In April I transferred in Patna, and surrender the cylinders to Anubha Gas Agency they had provided me NOC and good support and given me all papers which would required for tranfer case within one hours. After that in Patna I connected with Vaishali Enterprises, Danapur Patna for getting the connection. But, last from three month they have torchered me despite of all original paper submitted to agency and after the threatening to go in IOC they have provided me cylinders and deposits the Rs 1600/= +. After the 21 day I again went to get the number they told me Abhi Apka Original Paper or connection no Nahi Aaya hai IOC se. Yet they have not providing me the new connection number with paper. And also they have threatened to me Dekh lenge.
Now, I will only wait till Tuesday. If the agency will not provide me paper and connection number I will in fact go for the Right to Inform and IOC senior officers, Consumer Forum and others all legal action against Vaishali Enterprises as well as IOC. This is really surprising that Agency will take the three month time for a transfer case. I will forward you earlier connection numbers and details in coming Monday.

they assured me that at evening time i recive the cylinder but i not rec. on saturday
Today monday i have rec the cylinder on weight only 28.5kg (cylinder weight was 16.1 kg )
this agency always give the cylinder in short gas.
pls check the matter on urgent basis & check his godown in munirka also.

Ladnun gas agency of Ladnun town of nagaur district of rajasthan ,consumerof this town was suffer of irregularties of supply og gas cylinder and booking and harresment to consumer,the supply of gas after booking more then 15-20 days and booking 21 days after supply of gas it mean one consumer get cylinder recd 45 days and one cylinder consume within 30 days,how consumer get past balance days,it mean the said gas agency compail to consumer the purchase the cylinder in black
Many complain recorded with gas agency and district supply officer but till date no improvement in distrubution and supply

This complaint is about ANAND SUPER SERVICE STATION,opp hansraj college,malka ganj,DELHI-7. TIN-:07670292898, Tel No.- 65182453,23855543.
These people and staff is cheating in delivery of petrol even never ask about which petrol customer want normal or speed they just start filling the tank with speed petrol without asking the customer and when i inturpt they say its now machine is ON and cant be changed (whole staff is like that cheater) ,secondly even if i ask them to put normal petrol its less than the money i give,they cheat openly in that.
Couple of times i had been to above mentioned petrol pump, and asked them to put fo Rs .1000 but petrol which they put is lesser than the value what i give them. So this time i took a bowl for checking the litre of petrol and asked the staff to put in that a litre petrol and it was lesses than a litre ,when complained about that noone over there took it seriously and when i said i will complaint about this they said do it and none cares its order from our owner and when i said want to meet the manager of pump they said dont need to visit the petrol pump if u have problem.
i have no other option to go to other petrolpumps everytime because above mentioned pump is in my way and suits me according to my timings and i know i have been cheated everytime of thousands of rupees..Inlast i was so frustated that i thought to give a time make a complaint for the petrol pump.
i am complaning this complaint to different bureos and Goverment offices who look it into this matter, so that hundreds of people who r getting cheated like me everyday should be stop.
kindly see to my complaint and please update me with that whether action is taken regarding above mentioned petrol pump or not.

I am consumer of IOC LPG & my Consumer NO 11827 of KSB Gas Agencies, Hauz Khas,New Delhi.
I got delivery of my gas cyclender today which was booked last week & while weighting the cyclender there was 1.5 Kg gas was short in the packed cyclender. I requested the delivery man but he says that they have received the cyclender in same condition from IOC.
This the matter of cheating to consumer and I am going to submit my complaint to Times of India for public awareness and also to weights and mesurement.

Subject:- Complaint about the less volume received by diesel tanker.
Dear Sir,
We are purchasing the diesel from your Loni Kalbhor terminal for our Gen set use purpose. We observed that the actual diesel received is 700 Liter less in 12000 liters purchased by your tanker. Refer Invoice No. 63379952, dated 16/07/2009.
We measured the quantity in three ways, by every method we found less quantity than actual to be i.e 12000 liters.
Method –
1) We provided diesel flow meter on line & measured the quantity while delivering from the tank. Observed 760 liters short in 12000 liters quantity
2) We have diesel storage tank of capacity 16000 liters capacity. With calibrated dip measurement system. In this case we observed 600 liters short in 12000 liters quantity.
3) Third method – We received density of diesel on challan from Indian Oil Corporation is 832.7 gms / cc. By using formula received from internet for diesel measurement – Weight = Volume X Density.
Measured weight of empty tanker is – 6870 Kgs. & Weight of Full tanker was – 16280 Kgs.
By using formula weight expected of diesel is 9992 kgs.
But actual weight observed is – 9410 kgs.
Hence less weight observed is – 582 kgs.
Hence volume less received is 698 liters
We observed same quantity problem in last time also. (Your Inovice No. 632408566, dated 27.05.2009.)
This is very serious issue. Please look in to matter. .
For ref. we are attaching the weighing scale results with scan copies.

Last 5 menthes office man give the commitment cylinder will reach with in 6 days. But till now no any cylinder are reach at my house. Every time I will Tray to Call Phone No. Engage. Or they shut their receiver down
When I Personally go to agency then agency told us our gas agency provide you regularly gas. We will not give you any. do anything which you have in your mind. I don’t care. please take need full action.

Dear Sir,
Subject: Complaint against Bhatia Service Station for supplying adulterated petrol to complainant
I would like to bring to your notice that I, Anuj Bhatt, got petrol filled in my Discover bike from Bhatia Service Station, 4, Factory Road, Ring Road, Nr. Sarojini Nagar fly Over, Delhi. The transaction took place on 06.04.2010 for an amount of Rs. 400/- The payment for the transaction was made with my credit card. The invoice number for the transaction is 009008.
On the morning of 14.04.2010, my bike failed to start. I immediately took my bike to a mechanic and I was shocked to discover one liter of unidentified liquid in the petrol tank.
On an average, Rs. 400/- petrol is sufficient for 400 kms. But, after the above mentioned transaction, the kilometers on the bike was about 300 kms. This reinforced by suspicion of being duped with adulterated petrol from Bhatia Service Station.
Kindly take appropriate and strict action against the concerned Service Station.

Since no emergency service cell number was provided in the receipt of the dealer, I waited till 9.30 a.m. to lodge a complaint with the dealer i.e. M/s Veer Sachi, Damana Square, Bhubaneswar. Though he assured me to send a mechanic immediately, no one was sent to rectify the leak till 3.30 p.m. inspite of my repeated telephonic reminders.

Let me know whether a gas leak can wait for indefinite period. Who should be contacted in emergency. Why the dealer is not indicating this telephone number in the receipt. What arrangement has been made by Indian Oil Corporation.

my self regular visit at Rama Petrol pump and never had a good experience, dated 21.12.10 at 8:15 i visited to rama petrol pump and asked for petrol along with lube , but the staff on duty said pouch lube is not availabe( at this pump i never seen mixed petrol is available) then i asked manager on duty mr.lalit also said lube is not available said 1 ltrs lube is available.I asked for complain no. with his name instantlt he refused and said you are an idiot and started shouting some staff gather and again he keep shouting and threaten to slap. i calle 100(police) they came, after that mr.lalit provided comp.no. and his name, he also mentioned that that camera is fitted inside the office it show you who did what, infront of police i requested mr.lalit to start your camera infont of police but he fail to do so.Please note complain no – 2546.

This is to draw your kind attention that have newly purchased a Maruti Ritz Diesel Car bearing registration No. MH-02-BT-2256 from M/s. Spectra Motors Limited.
I have my office at Bhayander (E), and usually fill diesel in my car at your petrol pump in reference above. The service of my car was due in the last week when it was send to the same motor agent who after checking the car found that the diesel is adulterated with kerosen and due to that the engine of my car has suffered damages. I have got the things rectified but the motor agent strictly warned against filling the car at the same place.
I therefore seek your explanation as to the adulteration being carried out by your agent and also the damages which my car suffered in the process. If I do not receive any satisfactory reply I have no alternative but to take further steps.

With humble request I really feel very bad to inform you that your IOC Petrol Pump dealer at Sector-105 Noida is supplying water with petrol. I on 02/04/11 at around 12:00 in the noon went to refill my motor cycle no. UP-75 D 4042 to your IOC Petrol Pump dealer at Sector-105 Noida. I asked the petrol boy to fill the petrol worth Rs. 200/=. They don’t even provided receipt of my purchase. After 4-5 hrs my bike started bubbling and some problem with its starting. Yesterday I took it to the mechanic and asked him to check it. He thoroughly checked the bike and proved the fact infront of my eyes that the tank was having more than 2/3 part of water along with the petrol. Sir, the petrol cost is too high to be managed by a common man and if this is the custom followed by prestigious IOC Petrol Pump then a common man like me is helpless. Kindly take necessary action against the petrol pump dealer and make a vigilance search against it. Kindly acknowledge my letter and oblige. Please let me inform about the actions taken against him by you.

I hold a LPG Connection of Indane with Consumer No-85284 & the Distributor is Brindavan Gas Agency, R.C.Puram, Hyderabad.
Indane Gas (Brindavan Gas Agency) employee with refill came to my House on 07-09-2011 at 4.30 pm as the Gas Refill booking date was 27-08-2011(Ref.No-251363) & asked me to give the customer card so that he can update the serial no.I asked him to wait for 5 min so that I can search the gas book and give him, because this was the very first time he demanded for gas book.
Unfortunately I don’t know the name of this employee but I can recognise him, b’coz he is the same person who supplies for my area.
But immediately the person started shouting on me saying he can’t wait & he went off without giving the refill. I tried to explain him but he was showing a bad attitude and using cheap language.
I tried calling Brindavan Gas on 08455243001/02 but no one was answering the call even after repeated tries. So atlast I need to mark a mail.
Request you to take action on this employee & provide us the refill asap.

I would like to draw your attention for poor quality of Petrol/Diesal from Indial Oil filling satation near Thana-Munsiganj, Amethi, CSM Nagar, UP.
The above said subject address Indian Oil Petrol Pump give very dad quality of fuel.Some of the point are summarise as follow-
1. Its fuel degrade performance of our vehicle
2. It reduces our vehicle fuel efficiency.
3. Our vehicle running sound changed (it feel bad)
4. Pump display shows wrong density of fuel.
5. During oil filling man stop machine 15 to 50 paisa before.
6. Operator at filling station are very unprofessional.
7. If we call for complain register they did not provide us.
8. If we say some thing regarding oil quality they say IT IS UP TO YOU , IF YOU WANT TO FILL SAME WILL GIVEN OTHERWISE GO TO ANOTHER FILLING STATION.
9. Other filling station 8KM away, It is expensive for us .
10. Filling pumps are un-calibrated.
Fuel prices increases day by day, we are paying it but still we are not getting appropriate quality & quantity of fuel form Indian Oli Filling station. Peopleof our township are prefering to fill fuel from outside like Sultanpur/Allahabad/Lucknow. Bit it is not solution , after all we are customer, we should get the thing for which we pay.
You are requested to look into the matter & ensure that above 10 complain could be rectify by you effort.

1. I have taken gas connection (NO. 42004)from M/s. VIR SHIV GAS, Jodhpur Dated 10 feb 2010 and I had applied for DBC six months later (NOV-2010) with necessary documents as required by INDANE GAS.
2. one of representative who is dealing the same told me that your DBC paper will come to your postal adress within one months but did not reached.
3. once again I appoched to that shop the representative told me that 10 days later as this time there is shortage of cylinder you will get certainly the smae at that time.
4. Afterward I approched three- four time more they given false dates and my efforts were vaind.
5. Afterward I applied once again in the month May-2011 for DBC connection and the owner of the shop, the same response I got.I told to them that It is very painful to me to come again and again and rememberance of the same to you, so they have ginve initials to my one of the documents and he told me to come in the next month and show this initils. one month later I approached to shop , but this time also I have faced the same problem.
6. Last month (28 Nov 2011) when I went to the shop, they have given the dates 3/12/2011 & 8/12/2011 and both day the concerning representative was absent.
Sir, I am a Defence personnel and it is very deficult me to come to ths shop repetedly. hence please look into this matter and reconcil the problem at the erarliest.

I asked petrol filling person to fill a fuel, worth rupees 200 rs. But didnot set 0 mark before filling it in my bike. Due to this i got less fuel quantity.

1. A small shed is used by a Gas Agency in our road.
2. A Wedding hall (Nalvazvu Kalyanamandabam) is situated opposite to the shed.
3. Every day 2 to 3 lorries of gas cylinders are parked in our road obstructing the traffic. In addition to the above, try cycles are brought to the road for unloading the cylinders and loading the empty cylinders resulting in traffic jam in our road.
4. It is even worse during wedding days when visitors cars are parked on either side of the road. Inspite of several requests the gas agency people are not listening .
5. They can park the vehicle in the Royapettah High Road junction opposite to Vittan (Departmental Stores) and dot the disbursement of cylinders.

A cylinder cost 450rs appro in india but can get indian gas cylinder for 800Rs in black(i assume you people understand what black market is in india)All this deal are made by fooling the common man waitting for his cylinder after booking for more than 10 day. Now there was some problem in indian oil gas distribution from indian oil itself,we understand the situations and we can help indian oil in this situation by wainting longer. But the distributer utilizing the situation by fooling the public by pionting the same problem even after the problem was solved by indian oil. To point out my dealor who is Sri Rama agency in bangalore,Ramurty nagar(hoysala nagar),karnataka is a underword don i can say. Customers are treated rood and some times give warning by the agency and the agency selling cylender for 850rs in black. I have personally give a notice to the agency and experianced warning from them.Request the indian oil autorities to make a enquiry on this agency for god sake.

In Kaliamman Traders Fuel Station Kovai Road Pollachi 642001,Tamil Nadu.- , i cheated many times whenever i ask them to fill the petrol for 50 Rs or 100 Rs they fill very less amount of petrol. Once when i come to know and complained this to their manager He spoke to me in very badly and finally told we will do like that only. I got shocked when he spoke to me like that. So guys don’t fill any petrol in this bunk. Even the many people got cheated as some know and some doesn’t. They cheated many times and one day instead of 300rs they have filled petrol for 30 rs in the car for the family in the late evening time. Like these there are so many things to say about the bunk so please take strict action with the bunk so that it won’t be repeated in the future and other bunks also will be honest by seeing this.

1 – Provide me a copy of Application Form submitted by Pooran Singh on the basis of which sought Indane LPG Gas connection No. 00VG 6534 at B-35, Pratap Nagar, Agra as well as the proof of identity and residence submitted in support of his Application. I called to mr C M Agrawal(owner) regarding this, he was gott annoyed and talked very rudely, he said”Dont ever call me again, i cant do any thing,talk to manager.

I bought petrol from an IOCL petrol pump at M/S Shivashakti Fuel Centre, Akbarpur Benk, Darbhanga on 30-03-2013 vide their bill No. 4686 @Rs73.59 per ltr. Next day i.e., on 31-3-2013 the petrol rate was found displayed at Begusarai as Rs 72.82 per ltr. I fail to understand the actual rate of petrol in Bihar. At Akbarpur Benk petrol pump retail rate of petrol was not displayed. Thus, consumers are in dark about the actual rate of petrol and its quality.
May I request IOCL authorities to respond. and inform me the exact position.

sir I m the customer of yairipok gas agency ,Manipur tbl.dist. and they distribute the subsidised gas untimely and also give only 4 to 5 cylinder a year.it is very unfortunate that they sell by black to the market at Rs 2000 per cylinder .I kindly request and look after the matter not only in ypk.gas agency but also to all the agencies in Manipur too.

Black marketing gas cylinder.
Last month i have book two time gas cylinder online then bill genrate in one day but till date i have not recived any cylinder.
Also acme gas agency reply very poor he say change you gas agency if your in problem
So request to look into the matter and get hard decisions.

TUTICORIN – TAMIL NADU: HP-BLUCK : TO DAY I.E. 08.10.2020 MORING 10.25 AM, I ASKED THE FFUEL FILLING BOY TO FILL FUEL FOR Rs.1000/-, HE STATRTED THE FILLING PUMB AND STOPED THE MOTOR AND METER WAS RUNNING, THEN I TOLD HIM TO STOP THE PUMB. THE METER SHOWS FILLED VOLUME OF 7.09LTRS AND COST OF Rs.599.31 VIE BILL NO.393234 DATED 08.10.2020 (TRANS ID 00019407). IN THIS REGARD I ASKED THE FILLING BOY, THIS PROBLEM IS GOING ON LAST FEW DAYS. THEN, ABOVE INFORMATION HAS INFORMED TO THE INCHARAGE OF THE MANAGER AND MADE THE FACT IN COMPLIANT REGISTER ALSO. THE FILLING MOTOR IS PROBLEM FOR FEW DAYS, THEN WHY FUEL TO BE FILLED TO THE VEHICLES. I CHECKED MY VEHICLE, IT SHOWS MAY BE FILLED 2 OR 3 LRS ONLY (Rs.169.06), FOR BALANCE NOT FILLED THE FUEL TO BE FILLED AND RETIFY THE SAME IMMEDIATELY. BECAUSE OTHER CUSTOMER ALSO FACING SIMILAR PROBLEM.
