Dear Sir,
RTI in Haryana needs more attention. Proactive Information is not compelete. Names and Address of State Public Information are not complete. Politician can use it for their own political motive but for a simple haryanvi it is much complicated. Government has not initiated to make the people aware on RTI and even at district level some of the public authorities are not prepared to function under RTI. Fee fixed by the govt. of haryana is irrational and unjustified against which State CIC should take suo motto action. Haryana government must take urgent action on the pitfalls in implementation of RTI-2005.

RTI is a good step to provide information at the grass root level. But still there is a need to do a lot of work on it that in the departments some officers who are appointed as PIO do not provide the satisfactory response to the application so therefore and the appellate authority also fails in this percept. Therefore a mechanisam of coordination among the higher and lower authorities should be created o that these leakes could be sorted out.

There is general feeling among people that Information commission is not doing in accordance with law.
In another case no 1796 of 2007 Meenaxi Anand Chaudhary had not imposed penality on SPIO KUK though it was clear from the very facts of SPIO that there was a clear delay in information by more than 100 days.

Information commission is highly biased towards employees.
In my case no.1015 of 2007, heard on 19/2/2008 I was misbehaved and forced to give reason for seeking the information(which is violative of sec.6(2) of RTI Act.2005. I was traumatised. My case was filed saying that information stand furnished. While one can independently check and can surely make the judgement that nothing stand furnished and still case was filed. I Personally ask you sir on what grounds you filed the case. Kindly give me the reply.

Decisions of commission be such that no one will be able to draw any other inference. Objectivity to a great extent is must for transparency otherwise very purpose of Act will be defeated.

2. SDM Bahadurgarh as per RL A 1634 Dated 11-08-2008,
3. DC Jhajjar as per SP EH001620734 IN Dated 08-07-2008 and RL A 1635 Dated 11-08-2008,
4. SP Jhajjar as per SP EH001620748 IN Dated 08-07-2008,
5. PIO TDP Jhajjar as per RL A 2450 Dated 23-09-2008,
6. CIO Haryana (Mr. G. Madhvan) as per RL A 2621 Dated 07-10-2008 and RL A 3039 Dated 21-11-2008,
7. SIC Haryana (Ms Meenaxi Anand Choudhary) as per RL A 2622 Dated 07-10-2008 and RL A 3060 Dated 21-11-2008.
I have not received any response from the above mentioned authorities till date. I may please be informed/acknowledged about my appeal which i had already made to CIC(G.Madhvan) and SIC (Meenaxi Choudhary).
I had already paid RTI Fees to PIO Municipal Council Bahadurgarh as per my Bank Draft No. 988128 Dated 09-08-2008 by Corporation Bank and to PIO SDM Office Bahadurgarh as per my Bank Draft No. 988122 Dated 09-08-2008.

With due respect I wish to state that the general attitude and response of the HSSC, SCO 67-70 Sec-2 Panchkula towards the information seekers smacks of deeply biased, creating sheer confusion and inordinate delay in providing relevant information. There is an urgent need to apprise these people of the sanctity of this revolutionary law in strengthening real democracy in our country.
I sought certain information related the selection of Lecturer in English for School Cadre by the HSSC but to no avail and has tried to pass the buck on to the State Education Department. I am at pains to mention that despite my paying of the requisite fee I received only a letter reference no Memo No HSSC/RTI-155-III/2008/2265 dtd Panchkula, 20 November 2008, without any information asked thereto. Relevant details and annexture I have posted to your kind authority.
In view of the above it is requested to direct the concerned authorities to provide the information asked by the applicant

i had approached the SPIO/PIO and SIC inorder 2 stop a corrupt civil surgeon from proceeding on his retirement so that he is punished 4 his wrong doings but all the money &effort of mine was in vain because at every level the delays/the deceit of officials helped the culprit 2 escape and the sic went 4 the procedures and not the magnitude of the problem.for a reply of merely 06 pages i was made to pay a hefty ammount of rs 400/ but the sic looked the other way too.i am disappointed and initially believing this 2 be a tool in hands of honest publicman ,it is merely a paper tiger dr ak sethi

some of the departments like the state electricity department are insensitive to this act and delay their responses by months as they are aware that SIC will not bother them .i have filed 2 applications i.e one regarding non collection of dues for almost 18 months from tennants and other regarding issue of illegal connections by accepting bribes but till now the response has been zero/bundle of lies as at every step people shield each other and a well oiled mechanism exsists to share the booty.even RTI has not helped the people in combating corruption atleast as of now. dr a k sethi

There are so many ways how not to give the required information and how to harass the person asking for some information. The best is to xerox all the pages of concerned file and camouflage the required information, ask for a heavy fee @ Rs 2 per page. The person will not dare to ask any information in future. This is what the Supdt of Police (Fatehabad)did to me.

As per press release by Aaj Smaj Guidelines were issued by Mr.Krishan Kumar Jalan,Principal Secretary for taking remedial measures for Controlling Floods.
Concerned Officials were unhappy over the concern shown by the Principal Secretary.
Instead of taking adequate measures complaint was lodged by Officer to Chief Minister,Haryana, Irrigation Minister,Chief Secretary and expressed their concern that they can not work under Mr.Jalan under prevailing situations.As a result his services were transferred.His apprehensions about emerge true.
In view of negligence on part of concerned Officer and negligence of Officer people of state has suffered mental agony loss of revnue. Since Life and Liberty of Officers are involved. In view of provision of RTI ACT.Kindly provide following information under
RTI ACT within 48 hours.
Names of Officer who submit written complaint against Mr.Krishan Kumar Jalan.
Copy of Complaint letter addressed to Chief Minister,Revnue Minister,Chief Secretary.
Detail of Steps intitiated by concerned Officer to take adequate measures to conrol flood.

If such information are available at Open Plate Form it will be an bench mark for other & help common man of this nation, to increase awareness about their right & will help-full for nabbing ADMINISTRATIVE ADUTORITES, who are least worried about common man issues and they are running their dictatorship / authoritarianism, in their respective areas of governance.

Sorry, there is some addition in my above comments:-
Generally its has been observed (on the bases of my experience of last 3 years) that, at all levels SPIO / PIO / FIRST APPELLANT AUTHORITY / CIC, what they write in their order is totally different than, what is discussed verbally at the time of face to face discussion / arguments either on RTI Application or Appeals.
Again it’s my opinion / views that:-
1. That SPIO / PIO /FIRST APPELLANT AUTHORITY / CIC, by one way or other are from same stream &
accountable to each other.
2. So by default its two way process that, they (SPIO / PIO /FIRST APPELLANT AUTHORITY / CIC)
have to support each other, due to which their actions are just to cover-up each other. They
are least worried about the common man issues / his pain & suffering.
3. Members under CIC should not be from Administrative Streams (i.e., either from currently
officiating officers or retired Ones).
I am sorry for my opinion / views, if some ones felling / ego is hearted due to my above comments.
These are my views for enhancement of Good Governance, for Common Man.

We are NGO & R.T.I.activist.We have noted with great pain that almost all APIO/PIO of Haryana state are hesitants to reply to various RTI application on one baseless pretext or the other.There is no where clearly mentioned on any of the websites of Haryana Govt.about the exact & correct fees to be paid plus cost of each photo copy plus correct postage charges.May,I,request you to inform me the correct & applicable charges payable for seeking information under RTYI act 2005 amended till date & all these instructions must appear clearly on each & every website of all departments of Haryana Govt. Why Haryana fee structure is different & higher than rest of India?

In my life of 43 years, this is the only step Govt. had taken in favor of Common Man.
Yes you are right that, there is misuse of RTI, but against whom, Corrupt / Dishonest / Untruthful Or against Honest / Truthful peoples / ______???? (No need to ____???, ever one knows).
If a person / ____????, is Honest / Truthful, way should he afraid / terrified about the same.
I don’t know under which category you come (i.e. peoples / ______????).
Why you are afraid about RTI Act 2005.
In my opinion,
1. It’s a very good TOOL Govt. had given to Indian Citizen after independence.
2. It is helping Common Citizen of India to have Check / Control over Corrupt / Dishonest / Untruthful peoples / ______???? .
3. The Fee should reduced from Rs.50/- to Rs.5/- or 10/-, so that a down the line / economical deprived Citizen of India (I will not say Poor Man).
4. A penalty of minimum Rs. 1,000/- per day be imposed against APIO / SPIO / PIO for not providing information with in the stipulated period as notified in RTI ACT 2005.
5. A penalty of minimum Rs. 2,000 ~ 5,000/- per day be imposed against FAA for not directing & getting his direction executed by APIO / SPIO / PIO to providing information with in the stipulated period as notified in RTI ACT 2005 and imposing penalty (with out any genuine reason).

Entire state of Haryana does not care ,bothered or serious about R.T.I. act.Either they dont reply or reply incomplete,false,hide the facts & first appellete also behaves like same.
The very fact about their seriousness is exhorbitant application fee & cost of documentation.
In case of appeal to Chief,Sh.Madhvan,applicant is asked to be present physically at Chandigarh but generally none appears on behalf of department against whom the appeal is made.
Haryana should scrap RTI applicability as this tool against corruption & injustice is absolutely not cared for.

My self Ex Havildar Balvinder Singh from Karnal, I made an application under rti on 15 December 2012 to The Secretary HSSC to get information that whether I am an eligible candidate to apply as a JBT teacher or not .They transferred it to DSE Haryana under letter No. HSSC/RTI816-2012/85 dated 10 January 2012 and DSE Transferred it to Director of E.T.T. under letter no 2/56-2012 Act(4) dated 09-02-12 ,but Director of ETT did not entertain it yet , though I have been personally met to the office. Then I made first appellate to Director of Secondary Education and they conveyance to Director of ETT to give reply in three days, but reply is still pending.

Respected Madam,
I wanted to say that in htet 2011 S C candidates have the reservation of 5% marks in this exanmination but there is no resrvation for the OBC candidates of haryana due to which lotes of OBC candidates fail in this examination.
So my request is that like SC\ST candidates are benifited of 5% marks OBC candidates also get reservation of minimum reservation of 3% marks in HTET examination.

HI, I was born in bahadurgarh(HR.) as on 06/may/1990 in a private hospital. According to the Birth & Death registration act, every hospital has to report the birth event to municipal coucil/Birth registration office within 21 days. On the behalf of discharge card i applied for birth certificate in our municipal council, bahadurgarh. But they refused me to issue it becouse my birth event was not reported by hospital. We were traveling in you Dept. Bus No. HR56A 2080 in Saturday (6:20 PM) evening. I was going from Gurgaon to Jind. I set in this Bus from Rohtak Bus Stand and buy a ticket of Jind. When bus come out of bus stand gate. The Driver stop the bus and say that bus that bus is breakdown. And he has not able to go. We request to call a mechanic to Rohtak workshop. He refused to call Rohtak and say that he have call to Jind Workshop for it. When we asked him now what we can do. He say that this is not his responsibility . “mane tumhra dekanka nihi udha rakha”. And they go for tea

2- We know that when rail, airplane and other public transport is not able provide their service they refund money, but when Haryana roadway is not able to provide their service they say that “mane tumhra dekanka nihi udha rakha”. This is not fare.

I am a resident of 2c-wh-70 NIT Faridabad-121001 we are facing a situation of sewer blockage in our area which has now becoming intolerable as water is logged on the streets and coming in our homes resulting in a condition which is difficult to live.
I have lodged a complaint on MCF site with complaint/grievance ID: 21978 which has been assigned to Mr. Anil Mehta XEN(JNNURM) and Mr. Birander Pal engineer . I have even talked to them but nobody has even bothered to look into the issue. Nobody has visited our area. Thus conditions are now unbearable to live. So I want to escalate the issue to you so that you can look into it and resolve the issue as quickly as possible.

I would like to file a RTI with the Haryana Govt as Deputy Commissioner Sonepat vide his letter S.No 114/SSDO dt. 05/04/1978 has allowed me compensation of my land and till date I have been running from pillar to post to no avail.Pls guide me to the right department where I can approach and file a RTI to get my compensation.

But i have no rply from the govt. Department.(harayana, karnal red cross area) And i visit again and again for check my status but they do not taking action in this process. I am not a single person whose face this problem there are many person faced this problem and not getting a solution of this problem.

Sub:- Complaint against Tehsildar ( R)Panipat Cum SPIO for not giving information even after Passing of order by First Appellate Authority
Sir
Respectfully It is submitted that:-
1 I applied for information to Tehsildar (R) Panipat cum SPIO on 23/12/2015 along with postal order of Rs 100 (50 +50 Fee + cost of copies) (Photostat copy of request & postal order enclosed as ANNEXURE A).
2 I gave reminder to Tehsildar (R)Cum SPIO on 05/02/ 2016 with a copy to The DC Panipat to supply the information but I vain.( Copy of Reminder enclosed as ANNEXURE B).
3 I submitted an appeal to The DC Panipat cum Appellate Authority for interventionon 19/2/16(Photo copy of appeal enclosed as ANNEXURE C).
4 First appellate Authority Panipat vide his letter memo no 829-30 /dated 8/3/16 directed Tehsildar (R) to send the information before 16/03/2016 and appear before the authority on 16/03/2016. I was also directed to appear (photo copy of letter enclosed as ANNEXURE D).
5 Tehsildar R Panipat cum SPIO doesn’t bothered and what to say about information neither he nor his representative has attended the office of First appellate authority on 16/03/2016.
First Appellate Authority Passed an order to provide the information to applicant within 10 days & (Copy of order enclosed as ANNEXURE E).
(It is pertinent to worth mention here that the Distance between Tehsildar office and The office of First Appellate authority is less than one minute)
Looking to above stated submission and enclosed documents it requested to kindly issue direction to SPIO Panipat to supply me the information immediately and action against SPIO Panipat as deemed fit /as per rule be initiated .for not giving the information.
